Qualifications:
Required: Master’s degree, valid Missouri Certification in Administration or Bachelor’s degree in Human Resources or related field. 10 or more years of experience with management and HR functions. Experience with managing a team. Strong employee relations experience. Demonstrated knowledge of employment practices and compliance.
Preferred: 5-10 years’ experience in Human Resources management capacity. Specialist degree in administration or related field. Proficiency in Microsoft Office, HRIS and applicant tracking systems. PHR or SPHR certification.

Purpose: Manages all HR functions including recruitment, retainment, discipline, benefits, training and development, compensation, performance evaluation, and exiting. Because of the scope of the duties required by this job, the acceptance of extra duty assignments is not allowed.
Essential Job Functions:
- Attend work in a regular, reliable and punctual manner.
- To "telework" when requested by the District.
- Manages and establishes departmental and organizational accountabilities, in the area of recruitment, employee relations, compensation, performance management, health and welfare benefits, training and development, records management, compliance, and labor relations.
- Develops organization strategies by identifying and researching human resources issues; contributing information, analysis, and makes recommendations to organization.
- Recommends policies, procedures and/or actions for the purpose of meeting the districts goals and objectives.
- Supports HR and administration by providing human resources advice, counsel, and decisions.
- Works closely with management and employees to improve work relationships, build morale, increase productivity and retention.
- Advises and manages all employment related legal, in coordination with appropriate legal counsel.
- Investigates grievances and/or complaints from employees in accordance with Board Policy.
- Complies with federal, state, and local legal requirements by studying existing and new legislation; enforcing adherence to requirements; advising management on needed actions.
- Monitors budget allocations, expenditures and fund balances and ensures proper fiscal practices are followed.
- Direct supervisory responsibility for HR team.
- Performs all other related duties as assigned.
